Access Control & Gate Barrier Specification and Budget Guide

Access control projects rarely fail on the reader. They fail on door hardware nobody surveyed, a lane with no stacking space, a licence discovered at handover, or a fail-safe decision never made. This guide from MTT — My Telecom Technology — sets out how to specify and budget the whole scope.

This guide is vendor-neutral and does not publish price ranges. It sets out the decisions that determine both the specification and the budget, so proposals can be compared on the same basis.

Define what you are controlling

Start with the population and the boundary, not the hardware. Who needs to pass — employees, contractors, drivers, visitors — through which boundaries, at what times, and what record do you need afterwards?

  • list every door, turnstile and vehicle lane in scope, with its user groups;
  • state whether each point needs entry control only, or entry and exit records;
  • identify anti-passback or muster requirements, which change reader counts;
  • define peak throughput at busy points — it drives hardware choice more than security level does;
  • agree what the audit record must support: investigation, attendance, contractor compliance, or all three.

Doors: hardware and door types

The most under-surveyed part of any access project is the door leaf itself. Frame type, leaf material, existing lock, closer condition, fire rating and glazing all determine which locking device is appropriate and how much builder's work is needed.

  • maglocks, electric strikes and motorised locks each suit different frames and fire strategies;
  • fire-rated doors constrain what may be fitted and how it must behave on alarm;
  • door position sensors and request-to-exit devices are part of the scope, not accessories;
  • closers and alignment must be serviceable, otherwise doors are propped and the system is bypassed;
  • turnstiles and speed gates need floor loading, power and often civil coordination.

Reader choice also carries a security dimension: credential technology and reader-to-controller communication should be selected with cloning and tampering in mind, and the decision recorded in the design.

Vehicle lanes and barrier selection

Barriers are specified by duty, not by boom length and price. Match the rating to the busiest realistic pattern at that lane — a logistics gate running continuously is a different machine from a staff car park with a short morning peak.

  • peak vehicles per hour per lane, with a growth allowance;
  • opening and closing speed required to clear the peak without queueing to the public road;
  • stacking space on the approach, which is a civil constraint more often than a technology one;
  • separate lanes or credentials for HGV, staff and visitor traffic where the mix differs;
  • bollards, sliding gates or crash-rated products only where a genuine vehicle-mitigation requirement exists;
  • intercom and a manual release for exceptions, so the lane is never propped open during a fault.

Safety devices and fail behaviour

Two safety questions must be answered in the design and written into the specification.

Vehicle lane safety

Safety loops or detection to prevent the boom closing on a vehicle, photocells across the lane, and obstruction detection that reverses the boom. Pedestrian separation from vehicle lanes should also be addressed rather than left to signage.

Fail-safe or fail-secure

For every door and lane, decide what happens on power loss and on fire alarm. The answer is driven by life safety and evacuation requirements at that location and must be coordinated with the fire strategy. It affects the locking device, the manual release arrangement and whether the point needs UPS or standby power.

Controllers, software and licensing

Controller architecture determines resilience and future cost. Consider how many doors each controller serves, whether decisions continue locally if the server is unreachable, how events are buffered during an outage, and how a controller is added later.

Then ask for software costs to be itemised: base platform, per-door or per-controller licences, client or user licences, modules for visitor management, biometrics or integration, and annual software maintenance. Server or hosting requirements, backups and administrator accounts belong in the same conversation.

Integration with CCTV, attendance and visitors

Integration is where access control earns its value, and where scope quietly expands. Confirm each interface during design rather than assuming it from a brochure.

  • associating access events with camera footage for investigation — see CCTV;
  • shared credentials with time and attendance, and how exceptions are handled;
  • visitor registration, host notification and temporary credentials;
  • contractor induction or permit status gating access, where the site requires it;
  • HR or directory synchronisation for joiners and leavers;
  • fire alarm interface for release, and lift or turnstile interfaces where present.

Civil, power and network works

These items are the most common source of variation on access projects because they are frequently outside the equipment quotation. Establish early who is providing:

  • foundations or plinths for barriers, turnstiles and pedestals;
  • ducting and containment for loops, reader cabling and camera runs;
  • power supplies at each lane, door group and controller cabinet;
  • network paths to controllers, ANPR cameras and intercoms;
  • builder's work to doors, frames and glazing;
  • lane marking, signage, lighting and pedestrian segregation.

Testing, commissioning and handover

Commissioning should be a witnessed, recorded exercise. Expect testing of every door and lane for correct release and locking, safety device function, credential read performance, alarm and fire-release behaviour, event logging, and integration triggers.

Handover should include as-built drawings, a door and lane schedule, controller and device addressing, credential administration procedures, configuration backup and operator training.

Maintenance and administration

Access systems degrade administratively before they degrade mechanically. Leavers stay enrolled, temporary permissions become permanent, and doors that no longer close properly get propped.

Budget for planned maintenance covering barrier mechanics and safety device testing, door hardware and closers, battery and power supply checks, firmware and configuration backup, and a periodic permissions review. Our AMC guide covers how to structure that properly.

Common specification mistakes

  • specifying readers without surveying door leaves, frames and closers;
  • no fail-safe or fail-secure decision recorded per door;
  • omitting safety loops or photocells from a vehicle lane to reduce cost;
  • choosing ANPR without confirming camera position and lighting on site;
  • barrier duty cycle not matched to peak traffic;
  • no stacking space, so queues reach the public road;
  • software licensing and annual maintenance left out of the comparison;
  • integration assumed rather than confirmed with the chosen platforms;
  • civil, ducting and power works excluded and never coordinated;
  • no credential revocation process, so the audit trail loses meaning.
